Review of housing supply challenges and policy options for New South Wales

In June 2024, the NSW Productivity and Equality Commissioner was requested by the Premier to identify housing market, residential development, and construction industry barriers currently impacting housing supply in New South Wales and the actions needed to address them.

The Commissioner provided the Review’s final report to the Premier and Treasurer on 30 August 2024. The report finds that the cost of building homes has increased significantly since 2018, with barriers to housing supply including high construction and borrowing costs, capacity constraints in the construction sector, and bottlenecks in the development process. 

The report outlines 32 recommendations to support homebuilding in New South Wales now and into the future, including recommendations about how to:

  • free up construction capacity to build more homes quickly
  • streamline the development process
  • grow the construction workforce and build industry capability
  • ensure a diverse and equitable supply of new homes.
